Users of concrete finishing tools may be interested to know that one expert has argued new rural planning rules will make it easier for houses to be constructed.

The Community Right to Build scheme would see local authorities given more control over the erection of abodes in their area.

If the vast majority of those living in a region (90 per cent or more) agree to the construction of homes, the development would be allowed to go ahead without a specific planning application.

Steve Briggs, planner and partner at the Taunton office of property consultants Smiths Gore, believes the legislation would see small towns grow in a similar way to how they came about in the first place.

"Years ago English villages ... evolved in their own unique way because they were built by local people to service their respective needs and we are now returning that kind of policy making," he said.
